the wilybots are not powered by naps in the sunshine like the lightbots. they usually get their energy from e tanks or external power sources.

also its not that the other 2nd numbers wouldnt be scream of terror-worthy in terms of power. they very much are. heat man is just the biggest and baddest of them all in terms of strength.
