the town of bellworth crossing does not like mayor donovan, but they do respect him. he's always been a polarizing presence, someone with an unnerving charm that leaves you thinking he could flip on you at the drop of a dime. with an innate ability to talk his way in (and out) of anything, earl secured the majority vote during his mayoral run and cemented his spot in office. his entire campaign in ‘79 was built upon cleaning up the town, a promise of new starts and putting the past behind us. he was seemingly determined to turn the town into a thriving community, putting them on the map for the right reasons rather than for murders and conspiracies. admittedly, he does make good on his promises, improving multiple community needs and infrastructure concerns. however, the majority of the funding he receives comes from large checks out of fort hemlock, in exchange for his cooperation on keeping the attention off the base. all of his altruism is purely based around what will get him the most money from the higher ups at fort hemlock. as long as he keeps them happy, there’s somehow room in the town budget for whatever people need and want. this mastery over money has gotten him reelected multiple times, and he's now serving his third term as mayor. while he gets results, his ego and arrogance has not made him beloved by residents.
