Imagine this: you're the Sec. of State of whatever state, say, Kentucky. And you have to explain to your constituents in a tweet that they aren't allowed to vote for the MAYOR OF A CITY IN A DIFFERENT STATE, OR THE GOVERNOR OF ANOTHER. Maybe those folks don't deserve a vote.
