Glenda just thinks Emmeline is the most delightful. I imagine she knows her, vaguely, from the few years their time at Hogwarts intersected and spotting her at Order meetings (Glenda isn’t Order but she’s constantly at the basement of the Burrow). And after the Ball and the flower jokes, Glenda is nothing but entirely enamored. I can see her getting really excited whenever she runs into Emmeline, wanting to know how she’s doing.
Glenda has a soft spot for all of her fellow Hufflepuffs -- she wants to be sure they’re all doing well in all aspects of their lives. Something like a alumna keeping an eye on other alumnae.
