My theory is: Steven Universe is the happiest being alive. Explanation consists of other theories, like Emo Rose and conscious sharing control over a fusion.
So. Rose Quartz believed that determinism of Gems is not true, and that every Gem can be whatever she wants. Rose fought the Diamonds to defend her opinion. Other Gems joined her, because they believed her; or in other words, they suddenly found themselves in situations where they didn't fit their roles, so they wanted to believe they can choose another role instead. The Gem war ended, Rose and some other Gems were left on Earth and tried to continue their lives just the way they wanted to. However, not everything was that easy. Amethyst wasn't a big Quartz, like she was supposed to. She thought she could just live as herself, but it didn't work. Once in a while hef feelings were overwhelming her and she just hated herself. There was no way she could accept the fact she is not a good Quartz. Pearl was told she is defective. She wanted to believe she is able to live independent life, with responsibilities and own goals. However, it worked only for short time. She was scared with possible consequences of her moves. Analysing the risks was driving her crazy. She realised she needs a supervisor. She went back to Rose and obeyed to her. She was forever dependent from Rose and couldn't imagine how could she function on her own. Garnet, a fusion, became absolutely obsessed with the act of fusion. For her, fusion is a sacrum. She was ready to fight anyone who didn't treat fusion with the respect she thought it deserved. She also thought of herself as of a kind of better race, an uber-Gem. Rose saw this everything. She saw that her ideals could not happen in real life. She saw that even if the Gems tried for thousands of years to be someone other than what Homeworld thought of them, there was actually no escape. Even she, the Gem who loved every life on Earth, was responsible for murder of a Diamond. She couldn't forgive herself that she lured those other Gems to banishment. She hated being a Gem. Later she met Greg. Their freindship helped her organise everything she knew about humans. Every single human had the ability she always dreamed of: the control over their destiny. So Rose decided she needs to become a human. Steven was born. Now for something different: look at fusions of Steven. It might be extremely subjective, but in my opinion both Stevonnie and Smoky Quartz seem to be bigger versions of Connie and Amethyst, respectively. I don't see much Steven in them. The girls are dominant in these fusions, and I believe it is not a coincidence. We have seen in the show that Gems are addicted to fusion. Fusion means power and confidence. Fusion hepls create a new, better being. Every Gem loves to fuse, and apparently Connie does, too. Connie and Amethyst want to be stronger, and that's why fusion is so good for them. Steven, who is also part of those fusions, is more hidden. You know, why? Steven doesn't need a fusion to get what he wants. He already has everything he needs. He is the perfect version of Rose Quartz. He is the happiest person alive, because he feels that he loves himself, and that's because it's what Rose feels - just as she promised in the video she made for him. Steven fuses with others because they need this confidence. I hope one day Steven will convince everyone they don't need to fuse. They need to know everyone is perfect.
