Of course colonies and stations all have their own law enforcement personnel to minimize the likelihood that a fugitive of some sort will arrive and be able to commit further crimes in those areas, but when it comes to piracy or interstellar crime it’s far easier to simply send a legislacerator or bounty hunter after them.
