The thing I suspect with Ne-Te loops (and maybe Te-Ne and Se/Te loops of both iterations) is that it's essentially just repeatedly slamming your head into a wall and expecting it to prove different results. Remember the scene in Bee Movie where he just keeps flying into that window and he's like "OGH, THAT'S DIABOLICAL"? Yeah, except with approach to problem solving.
Can also be likened to a spray-n-pray method.
More in-depth, I suspect Ne-Te loop is half-assed gathering information (Ne's tendency to skim the surface and ignore Si intricacies) and start rapidly trying to implement it. Think the Flex Tape guy slapping tape on the water leaks. Now imagine that, but with carelessly slapping Si details that you don't fully understand on things and wondering why you're still confused. (Of course you're still confused, dummy, you don't have all the info.) Then you start to get upset, 'cause it's not working, so ignored Fi is bleeding over and making it even more difficult to handle an already-shaky Si, and Ne-Te gets more scattered. Leading to more mess.
A nice way I found to counteract this is to consciously slow down. Writing your thoughts out can help, if you do it in a calm manner. Te likes thinking out loud, and pen-on-paper is loud enough. There, you can address each thought individually and slowly defuse the confused, tangled mess piece by piece, which helps.
