Because this:
“He doesn’t need Catra to get Adora, or more like he didn’t think he needed Catra.”
Horde needed Catra for one thing, and one thing only: to bait Adora to him. By the time Adora’s in his throne room, that’s it, Catra’s already served her purpose.
Sure, he does offers Catra for She-Ra. And Adora says no. But Horde doesn’t really need Adora to consent, does he? That’s kinda his whole thing. Using Catra as bargaining is one option of many. When Adora refuses, Horde’s not even frazzled.
We can’t overlook how egotistical Horde is. He thinks he’s already won. He’s sure he’s already won.
Then why keep Catra from that point on?
Not because she’s useful. He doesn’t need her to get She-Ra, remember. He’s not keeping Catra because he needs her, he’s keeping Catra because he’s painted himself as this Pure Lord Saviour of Wretched Things, and he has Brought Catra Into the Light.
So when Catra rejects that “light”? When she proves to still be “impure”, and refuses his “salvation”?
Catra’s usefulness as She-Ra Bargaining Chip is teensy by that point. Teensy tiny. At least in Horde’s mind! But Catra’s disrespect? Her betrayal? Well, he can’t let that stand, can he?! Look at her! She’s beyond saving!
My logic is that his wounded ego (Catra rejecting his “Salvation”) is much, much more important in Horde’s mind than Catra’s usefulness to him.
