IRCC will implement the new TEER system this week On November 16, 2021, Immigration, Refugees and Citizenship Canada (IRCC) will update the National Occupation Classification (NOC) to include the Training, Education, Experience, and Responsibilities (TEER) system. The NOC is revised every ten years to keep up with the changing Canadian labour market. This newest revision provides a new framework for classifying occupations by Employment and Social Development Canada (ESDC) and Statistics Canada. Employment and Social Development Canada (ESDC) has updated the processing times for the Labour Market Impact Assessment (LMIA) applications under various streams. Based on statistics from all processing centres, the current average LMIA processing times decreased for almost all streams except the low-wage stream:
Global Talent Stream - 10 business days
Agricultural stream - 13 business days (15 days less)
Seasonal Agricultural Worker Program - 5 business days (9 days less)
Permanent residence stream - 18 business days (31 days less)
In-home caregivers – 38 business days (15 days more)
High-wage stream - 40 business days (23 days less)
Low-wage stream - 58 business days (1 day less)
Canada keeps temporary foreign workers in the country by lengthening the validity period of work permits Candidates from the High-Wage and Global Talent Stream, which is run via Canada's Temporary Foreign Worker Program (TFWP), can now work in Canada for three years instead of two to assist businesses caught in labour scarcity bind. In addition, Employment and Social Development Canada (ESDC) doubled the validity of a Labour Market Impact Assessment (LMIA) from 9 to 18 months. ESDC announced changes to the owner/operator category On February 16, 2021, Employment and Social Development Canada (ESDC) announced some changes that really does not fit in the Temporary Foreign Worker Program (TFWP) related to the applications for Labour Market Impact Assessment (LMIA) for the “owner/operator” category. Effective April 1, 2021, ESDC lifted special processing instructions for the owner/operator LMIAs. This means ESDC will remove the advertising exemption for owner/operator candidates. ESDC announced changes to the Temporary Foreign Worker (TFW) Program. On September 26, lots of Canadian employers received an email from Employment and Social Development Canada (ESDC) regarding the forthcoming changes in the Temporary Foreign Worker Program (TFWP). The government will return to a 6-month Labour Market Impact Assessment (LMIA) validity period for new LMIA applications for all employers, however, those received up to September 30 will be granted a 9-month validity period. Unfortunately, the LMIA submissions by email will be disabled for fee-paying streams. ESDC admitted that LMIA Online was somewhat criticized.
