God created all angels, and It created some specifically to rebel against It. This planned and anticipated series of rebellions served two purposes; to banish rebels to be the rulers of hell, and as a show of God’s power to It’s subjects. Had It created Demons to be the keepers of hell, they may have grown to resent It and lash out. Creating them as angels and banishing them allowed God to keep them as partners in business. Additionally, God found the idea of planting evil in pure and good beings more entertaining. The Fallen rule the high courts of Hell along side a select few high ranking Ancient Purebreds.
