Evil Nine
“Don’t you see Sonic?... I did this all for you!”
It seems like they’re hinting that Nine could potentially be an antagonist in Sonic Prime or is just playing the long game in order survive the Chaos Council until he can escape. While I don’t think they’ll go this direction, my thought is Nine turning evil in an obsessed with Sonic slight of way.
If Sonic, the one person that has shown any kindness to Nine, who keeps insisting they’re friends and refuses to be driven off by Nine’s harsh attitude, can’t abandon those suffering in New Yolk under the Chaos Council, then Nine will just have to get rid of the council permanently. He creates a suit to harness the shard’s power and conquers the shatter verse himself so that Sonic won’t have to divert his attention to anyone else.
