Just to start with the simplest point.
They are both EVIL. Regina is the Evil Queen, Philip or Brian is The Governor, the first evil character in TWD.
They both lost their child. Regina lost Henry to Emma and to Pan. Philip lost Penny to Michonne and Megan to a walker.
Villain with good publicity. I took that from a meme for Gov but still. Regina (before curse) was well viewed upon in Storybrooke. Philip was a savior to everyone in Woodbury basically.
