The karma system in fallout drives me nuts because, not only are you gamefying and putting arbitrary judgement points over... like LIFE! But also even in something like new vegas, that has slightly more complex ethics, killing raiders indiscriminately is still gives you good karma, despite the fact that the game goes out of its way to show that most of them are just people taking drugs, or wanting to take drugs and going through extreme measures to acquire them.
Like there are ways that you can talk an interact with them just like any other npc, but it's limited to a single location after starting a specific quest. I kind of wish that the raiders were a faction that you could have a reputation with, and recruit to the Hoomer Dam battle. I actually wish there were multiple factions, with competing interests, that you had to choose, or unite under a singular goal. Sure, fnv was kind of rushed, and maybe there were plans of doinf more with them, but with the way that Obsidian handled maurauders in Outer Worlds and xaurips in Avowed tells me they just wanted "generic raiders" for their rpg, and never questioned their decision.
