This is interesting, because Princess Bubblegum has done some shady shit too. So as far as Evil Replacements go, Winter King is maybe just a side-grade.

But on the other hand, there's a lot about this story that we don't know. There's no sign of Finn or the real Marceline, and those two would have certainly objected to what Winter King was doing to PB. So what did Winter King do to them?

I think the biggest tell we get about Winter King's true personality is his feelings - or lack thereof - of Betty. He shrugs her off as "the dead one!" and it's that lack of empathy that let him put a curse on PB for a hundred years.
