My headcanon is that while Loon is struggling to confess his feelings, Usagi totally thinks that they are already in a relationship and that Loon is just a bit shy (which he is), which leads to an akward confessuon going like:
Loon: Usagi, I know you probably won't feel the same way, but I love you
Usagi: Thats cute, but what do you mean with "probably won't feel the same way"? We are dating?
Loon: What, w-we are not!
Usagi: .... We are not?!
