Summary: Society gave up on Shouta, and eventually Shouta gave up on himself, but he can still teach new heroes if he’s careful enough. There's no way around his status as a villain, though: he uses his quirk unlicensed, and he has killed, and he has used his quirk to kill. (It’s never that simple, but the Commission claims there can be no coming back.)
(Eventually Izuku will convince him to apply to a rehabilitation program, will fight past the harsh refusals and soft, bitter “I’m not worth it” and the dull resignation that’s lived in his gut and under his skin for- how long? He’s lost count (lies, he knows to the minute). Shouta will be accepted, and if you ask the right people, he could have been accepted long before. Certain elements of the underground hero community have been watching him for a long time. It’s obvious what he’s been doing, how he’s been teaching, if only you stop and look. At some point, Shouta will ask them why, will mean both “why accept me” and “why not reach out before.” They will tell him: you had to reach out, to choose to take that final step. (They will not tell him: you had to choose to live. He will hear it anyway.) This is something he understands. He will still have needed to ask.)
