Stingy Ministry of Finance: Adherence to fiscal discipline (Essay)

Lao Tzu said, "Sometimes things can be increased by decreasing them, and decreased by increasing them" (Chapter 42). Japan's Ministry of Finance is stingy and knows nothing but how to tax the people. Even if they raise taxes and take money, they do not reduce it and do not use it for the people.
Japanese agriculture is on the verge of collapse, but even if there is a surplus of milk and rice and farmers are in trouble, the government does not buy it up, and farmers suffer losses. This is because the Ministry of Finance is so attached to fiscal discipline that it does not allow the Ministry of Agriculture, Forestry, and Fisheries to make financial efforts. A nation that neglects agriculture will eventually collapse. There will naturally be a shortage of farmers, but Japan's current policy of introducing foreigners to fill the gap is putting the cart before the horse.
Also, because they only think about raising taxes, the example of former Nagoya Mayor Takashi Kawamura reducing resident taxes by 10% (100 billion yen:70 million dollars), which in turn stimulated economic activity among citizens and increased revenue by 300 billion yen, would be an ugly story from the perspective of the Ministry of Finance, which insists on fiscal discipline. It is a tragedy for Japan that such a central government agency is the most powerful government agency in Japan. If the Ministry of Finance is not reformed, there is no future.

ケチな財務省：財政規律への固執（エッセイ）
老子は「物はそれ、減らすことによってかえって増えることがあり、それを増やすことによって、かえって減ることがあるのだ。」と言っている（４２章）。日本の財務省はケチで、国民から税を取ることしか知らない。増税して金を巻き上げても、それを減らして、国民のためには使わない。
日本の農業は壊滅寸前だが、牛乳や米が余って困っていても、政府は買い上げず、農民は損をする。これは財務省が財政規律に固執するあまり、農水省に財政出動をさせないからだ。農業を軽視する国家はいずれ潰れる。農家の担い手は当然不足するが、穴埋めに外国人を導入するという今の日本の方針は、本末転倒である。
また、増税しか頭にないから、前名古屋市長の河村たかしが住民税１０％（１０００億円）減税して、かえって市民の経済活動が活発になり、３０００億円増収したという実例は、財政規律に固執する財務省から見ると憎いお話となろう。こんな中央省庁が日本最強の役所だというのが、日本の悲劇だ。財務省を改革しないと、未来はない。
