He sees her before she sees him.
Naturally--considering she seems distracted. Whatever is occupying her attention in that store window keeps her back turned, but there’s little possibility he wouldn’t recognize one of his students even from the back. Considering the little success with getting a hold of her otherwise, there was little stopping him from diverting his path to the girl in question.
She seems too busy to notice him even as he steps up behind her, but only gives her a few seconds to realize herself before speaking.
“Uraraka, pay attention.
There’s something I need to discuss with you.”
