Re-ignition was possible but only after sustained and repeated direct flame impingement to the fuel. There was just 2 oz.s of Novacool in the 2.5 gallon Water extinguisher used to extinguish the fire.

Novacool foam concentrate is a wetting agent that is bio-degradable and can be used in place of AFFF (Aqueous Film Forming Foam) or AR-AFFF (Alcohol Resistant Aqueous Film Forming Foam) that is currently being used.  AFFF is bio-accumulative and costs many times more to use, being used at 6 times to 12 times the amount of Novacool UEF.

http://www.swfirefightingfoam.com/ 2 cars, 1 pick-up truck and the helicopter were all extinguished in under 5 minutes using Novacool UEF.  Consider this:  both cars and the pick-up were fueled with e-10 (10% ethanol gasoline), had tires and metals involved and the helicopter was burning jet fuel and was made from composite materials and metals.  Novacool fire fighting foam for both Class A and Class B fuels.
