I love this scene. Aside from the absolute bombast and theatrical nonsense of The Average Cleon ("YOUR MAUSOLEUM OF CALCULUS") I think it's a really clever way to show some of XIII's thought processes, even anxieties, about Seldon's predictions, which have presumably been nibbling at him since he was a wee Dawn witnessing the trial.

Yes, it manifests in a lot of bellowing and some slapping and smashing of things (because A Cleon™) but the actual motivation behind it is what IMO makes XIII so fascinating - he's frustrated, he's worried, about the predictions and the possibilities, about the damage to the legacy he takes very seriously, and (I think) at the potential risks or instabilities that Dawn XIV will inherit from him when he Ascends.

On one level it's very much just Any Cleon™ throwing a tantrum because he isn't hearing what he wants to hear, but I think on another (more interesting) it's also about a father looking at the mess his father left him, and being borderline frantic to figure out how he can do better by his own son.

...eh I'm probably thinking about this too hard. XIII just has this effect on me whenever I think about him.
