It's interesting that while Dark Horse's Buffy series is sadly no longer available on Comixology due to 20th Century Fox pulled the license rights from Dark Horse and handed over to BOOM! Studios to publish the new BtVS reboot, Fray is still available on Comixology. I suppose the series isn't part of Fox's properties?
Oh, interesting indeed! The trade paperbacks for Buffy Season 11 come with the following disclaimer:
“Buffy the Vampire Slayer™ & © 2018 Twentieth Century Fox Film Corporation. All rights reserved. Buffy and all other prominently featured characters are trademarks of Twentieth Century Fox Film Corporation.”
It’s an information very similar to what comes in Angel comics. In contrast, the issues for Season 12, which feature Fray, have the disclaimer:
“Buffy the Vampire Slayer™ & © 2018 Twentieth Century Fox Film Corporation. All rights reserved. Fray™ & © 2018 Joss Whedon. All rights reserved.”
The Fray trade paperback only comes with the part about Whedon, nothing about Fox. Notably, the series has no direct mention to Buffy (only a silhouette and the brief description of “a girl in school in a sunlit city”). Sineya does appear, but she probably isn’t enough of a “prominently featured character” to be reclaimed, or one can even argue it’s not explicitly her. With the exception of the basic concepts of Slayer and Watcher, everything else – characters, locations, objects, story – is completely original.
In other words, Joss Whedon is the one who owns the Fray title, so apparently he can continue to distribute or even publish new Fray stories – or anything without the Scoobies – anywhere he want.

There was an anon asking about reading the comics for free: this can be done legally if you get the hoopla app, select your local library and put in a valid library card and pin number. I don't think they have season 11 yet, but they've got all the others.

LURK: A Fray Fan Film
In every generation there is a Chosen One. She alone will stand against the vampires, the demons, and the forces of darkness. She is the Slayer. Based on characters created by Joss Whedon, this fan-film imagines one night in the futuristic city of Haddyn and the 19-year-old Slayer, Melaka Fray. 100% of funds raised via Kickstarter were used to making this production possible.
