King Cormorant is he to whom the "golden fish" is offered to to gain his favor, during the Hare Hunt event in Blood and Wine.

Personally, I think he is a reference to Freixenet, the Baron of Hamm who was cursed into a cormorant. Geralt removed the curse and turned him back into a human, but the curse still gave him that lingering hunger for fish, which he relieves by going to the harbor to filch some and eat them straight from the barrels.
