How do people without both arms (shoulder disarticulation amputee) eat finger foods (think fries, cookies, chips, etc.)? Do they pick it up with their foot first or do they take the food with their mouth?

That really depends on the person.
Some people will pick the food up with their feet or just take the food with their mouth, sure, but there are other methods as well. Some people will have a companion or caretaker feed them, some will use utensils with their feet (Even for "finger foods"), and others will just avoid those kinds of foods entirely.
There are also some accessibility devices that exist specifically for this. This video [Link] shows how one person uses a magnetic device to use a fork (As well as showing how she does it without the device).

And I'm sure there's a dozen other methods that I'm not familiar with.
Point is: Every disabled person is different. Even people with the exact same disabilities will have wildly different experiences and ways to navigate life.
