This enemy can be found with a number of different names, such as the Mecha Dive, the Mega Divide, and the Genesis Tower; all three enemies have the exact same appearance, however.
This enemy's design is based off of the Model 1 Sega Genesis, or Sega Mega Drive, and is most likely a reference to the "Sega Tower of Power", with it's shell being a combination of the Sega CD, Sega Genesis, 32X, and the Sonic & Knuckles lock-on cartridge.
So the Mega Drive/Genesis Mini looks like it’s gonna be a good one of those Classic plug’n’play consoles, right? But you know what would make it even better? If you could recreate the best part of owning the console: The ridiculous tower formed from all its add-ons. Fortunately Sega has you covered, with the Mega Drive Tower Mini: A stack of attachable parts for the Mega Drive that mocks up the MegaCD, the 32X, and even the Sonic & Knuckles expansion cartridge slotted in there! It all serves no functional purpose, it simply looks as ridiculous as you would want it to! Don’t doubt that Sega knows what the fans want, as pre-orders for this Tower of Babel are already sold out.
