I see a lot of questions and I'm afraid that without spoilers for the GFAD comic I won’t be able to answer for it so:

Does the city know Courtney? - Every resident of Gravity Falls meets Courtney at different time, some of them will not meet her until Weirdmaggedon.
What did they do when they first met her? - Everyone reacts differently to the newly met person but in most cases she was welcomed because she was very nice to everyone
Does Mabel, Dipper, Wendy and Soos accept Courtney? - Mabel accepts Courtney right away, they make great friends because Mabel is happy that she will not be the only girl living in a mystery shack. Dipper- at first he doesn't trust her, later he respects her for saving Mabel (but more about it will be in the comic), but after some time he will blame her that Ford spends more time with her than him, but at the end they will be friends. Wendy - they immediately find common conversation topics, because they are not separated by a large age gaps, they become friends quickly. Soos- from the very beginning he is friendly towards Courtney, he claims that she is very nice and when he hugs her in greeting he says that she is like a teddy bear.
Does Courtney know about Bill Cipher and what happen between Ford and Bill?- Courtney read Ford's journals but she didn’t understand the chapter of Ford's muse so she didn’t have idea who Bill was until Bill haunted her in her sleep, after Courtney woke her up she was terrified, however, she still thought it wasn't true until Ford showed her Bill's symbol as in the episode of The Last Mabelcorn and then she learned from Ford about his whole story with Bill right after Courtney read Ford's thoughts.
