queer is a slur, LGBTA+ is a community
all queer people can be a part of the community, but not all members of the community are queer, does that make sense?
and no, you dont have to be called a slur for it to be applied to you but you do need to meet the definition of the slur, in this case being either trans or feeling some degree of same-gender attraction

queer, as a slur, has historically been used to harm, demean, and kill gay and trans people. The term is not an umbrella etymologically, it is a reclaimed slur. Thus, the only people that the slur applied to can reclaim it.
people can’t just opt-in to being queer unless the slur has been levied against them. often i hear the argument that het aces are called queer as a slur because they dont feel sexual attraction but the problem is that when someone is insulted for not wanting sex and the term queer is used, its because by the logic of the bigot levying the slur, someone who doesnt have sex (with someone of another gender), it means they are gay (and have sex with someone of the same gender)
so no, being queer is not an umbrella term for any group to claim, it is a specific reclaimed slur that can (or rather should) only be reclaimed by those who it applies to. The same goes for any slur.
