This is when Ford is given Andy as a baby, this happened a few days after Bill had betrayed Ford and had left the infant with him. Ford knew this child had connection to Bill Cipher who was incredibly dangerous. Ford considering to get rid of the infant himself, by climbing to the top of the water tower and dropping the infant. Taking care of it permanently, but he hesitates. He knows it’s wrong and he somehow knows that this baby is also his in some way, so he doesn’t do it and climbs back down taking the baby home with him. He forever regrets deciding the decision he made that night, hoping his child would ever forgive him if they learned the truth of what Ford was going to do that night.
