A new study by Stephen Broadberry of Oxford University, Hanhui Guan of Peking University and David Daokui Li of Tsinghua University in Beijing argues that China has indeed lagged behind Europe for centuries. It compares levels of GDP per person in China, England, Holland, Italy and Japan since around the year 1000. It finds the only period when China was richer than the others was during the 11th century. By that time China had invented gunpowder, the compass, movable type, paper money and the blast furnace. These findings challenge a hitherto common belief that China and Europe had similar living standards for centuries until the West’s industrial revolution began in the late 18th century: a point often referred to by historians as the “great divergence”. This view, promoted by Kenneth Pomeranz of the University of Chicago, lends more support to the party’s understanding. Researchers used not to be able to work out GDP from 1,000 years ago. Angus Maddison, an economic historian, was among the first to try. But the research by Mr Broadberry and his colleagues, which scales up local and private records to generate national accounts, offers greater detail. The first study of Britain’s historical GDP using this technique appeared in 2008. It was followed quickly by other ones focusing on Holland, Italy and now on China.

The growing inequality: Does anybody care?

99% versus 1%? Who doesn’t like those odds? It’s a well-established fact that, since 1979, American productivity has been steadily rising, but median compensation hasn’t been. (See Lawrence Mishal’s excellent new article here) Rather fortuitously, Bain boy and Romney protégé Edward Conrad is coming out with a book, Unintended Consequences: Why Everything You’ve Been Told About the Economy Is Wrong, stating what is really the old-fashioned (i.e., George H. W. Bush) Republican position, that the rich ought to have all the money because they’ll invest it, which is better than frittering it away on beer, jelly doughnuts, and other Homer Simpsoniana. Timothy Noah, who has his own book on the subject, The Great Divergence: America's Growing Inequality Crisis and What We Can Do about It, takes a poke at Conrad here. Among other things, Noah tries to work around Conrad’s argument that any pesky complaints about “inequality” are irrelevant, at least in part, because the stuff that you actually buy with your money is so much cheaper. That’s true for food and clothing and consumer electronics, Noah concedes, but “Cars and houses and health care and higher education are all much more expensive.” Actually, new car prices considered in terms of weeks of family income necessary to purchase are right where they were in 1979. Furthermore, cars are much better than they were in 1979, and houses are both much better and much bigger, almost doubling in size from 1970 to 2009 (1400 square feet to 2700). Health care? Well, we are living longer, but not much longer, but I suppose that in some ways (Cialis, anyone?), we are living better. Higher education? When I see a bowl game, it looks like the kids are having fun. I agree with Mishal (and Tim), that if the “Great Divergence” hadn’t happened, we’d have a lot more social peace in America. But what I really wonder about is why we don’t have more social strife than we’ve had. I’m glad that the Occupy Wall Street folks have made such a fuss, and have made people realize that the rich folks are getting richer and the rest of us are treading water, even though I also think they’ve run out their string and need to regroup and go beyond the street action thing. But I also think that, shockingly, the consumer society in the United States has reached the point where most of us, while we’re treading water, are still consuming a lot, almost enough to make us “happy.” True-blue liberals like Noah and Paul Krugman hate the idea that wealth can be measured by anything other than actual income, but I think that the fact that consumer goods are not only cheaper than they used to be, but much, much better, makes a difference. No one gives “thanks” that the car they drive today is more comfortable, safer, and more powerful than the one they drove twenty years, or that they can watch thousands of movies and play video games on a 40-inch flat screen (in air-conditioned comfort), but I think it adds up. And I think that’s why the Great Divergence, while it’s real and (pace Conrad) while it’s not a good thing, is not the cutting edge political argument/social disaster that Tim and Paul want it to be. In other words, it’s a political weapon we can and should use, but it’s not a hobby horse we can ride into the White House.

...I have a theory (one which I really won't be able to investigate) that the end of the Homestead Act [USA] wasn't a major contributor to the start of the Great Divergence in the late 1970s - the other being deregulation.

This helps create the so-called American dream of owning your own house. It also has a steadying effect on real estate prices in rural areas (leveraged purchases of the Great Depression aside).

Remove the law, and you're immediately confronted with the fact that owned land is scarce. You must pay the current owner of the land before putting a house on the land, which will be beyond your somthing-middle-class means, which likely will only be able to come from someone that charges interest.

Lunch is not only not free, but it charges interest.

Graph of the Day: "The Great Divergence"

Yesterday morning, The Century Foundation hosted New Republic senior editor Timothy Noah for the first public discussion of his new book, The Great Divergence: America's Growing Inequality Crisis and What We Can Do About It, which examines the economic and political policies that have widened the income gap between the richest and poorest citizens in our society over the last thirty years. According to Noah, the "Great Divergence"—a term originally introduced by Paul Krugman—describes the dramatic reemergence of income inequality after 1979, following several decades of wage compression and increasing equality that economists sometimes call the "Great Compression." Before the stock market crashed in 1929, the richest 1% received nearly a quarter of all wage and capital income—until today, the most unequal time in American history. But thanks to New Deal-era policies like progressive taxation, strong labor laws and the GI Bill, the poor and working class were able to share in the benefits of America's incredible postwar boom in productivity. Wages rose throughout the mid-2oth century, creating a large and dynamic middle class. By 1970, the income share for the top 1% had shrunk to just 9 percent. 

The Great Divergence, Noah writes, "has coincided with a dramatic decline in the power of organized labor;" the result of conservative policies that have weakened unions and allowed wealth from productivity gains to be diverted from labor to capital. Congressional support for labor faltered in the late 1970s, and the Reagan administration was notoriously hostile towards the movement. After peaking in 1954 at about 40 percent of the private sector workforce, union density today stands around 7 percent—the same level as in 1933. "It's as if the New Deal never happened."

By 2007, the income share for the top 1% had returned to its 1928 peak of 24 percent—a figure thatresearch suggests may be even higher now, despite the 2007-2009 recession. And the decline of organized labor is just one piece of the puzzle. In his book, Noah explores a whole range of reasons for inequality's rise, taking time to refute the supposed impact of race, gender (women entering the workforce) and immigration. Better explanations include a rising college wage premium, an increase in corporate lobbying in Washington, regressive tax policies and competition from low-wage labor markets in China and the developing world (Noah estimates trade with low-wage nations is responsible for 12 to 13 percent of the Great Divergence, "and perhaps more"). 

As a result, the United States has one of the highest levels of income inequality in the developed world, and is now one of the least socially mobile as well. Such a society, Noah concludes, is less reflective of our democratic ideals with each passing day. We can, and should, do better.
