What is the best app for grunge effects

I personally don't use grunge effects in my photos, so I have not tried apps on those effects very often. But PicFX has both grunge and "scratch" effects that might suit your fancy. And since now Snapseed app is free, it's worth a download. The cool thing about Snapseed is that once you chose a grunge texture, you still can adjust the brightness, saturation, texture strength, and contrast.
