What would happen if a person refuses to bend to the will of Hiraeth and refuses to participate in either classes or teaching?

I will preface this answer by saying if you are applying for a teacher position with a muse that does not wish to teach, then I would advise against it. The Academy will choose applicants who have some desire to teach above those who would be terrible influences or those who have personalities that would suggest they would simply skip out. However, it is not against the rules to apply as such a character - but understand that there will be consequences for misbehavior.
For students whom refuse to participate, they will first receive detention or punishment in whatever way the teacher of the class sees fit. Punishments can range from public embarrassment, to a dangerous task on the academy grounds. Some teachers may even take a physical approach to punishing their students for misbehaviour. Nothing is off limits, if a member of staff is shown disrespect.
Following that I would like to say that this is not a normal school by any means. However, if things go too far, know that the Headmistress of the school will step in - punishment for students must be equal to the trouble they have caused. We won’t allow students to be killed or brutally maimed for simply refusing to participate in a lesson.
If a student’s misbehaviour escalates, a meeting with the counselor will be arranged. From there, the student will start to lose privileges. Bedding will be taken, club activities suspended, and even meals will be served separate from others. They will be given extra chores and taught that (and forgive me for the overused metaphor) with great power, comes great responsibility. If you are unwilling to learn, then you must learn responsibility elsewhere. There is no easy road in Hiraeth. The final punishment for a student before they are deemed hopeless and are suspended is a series of battles against whatever monsters the Headmistress wishes to summon forth. Those who cannot battle will still face this consequence, and know that the foes will not be easily defeated. It is a fate you wish to avoid.
Once you are marked as hopeless and if you should survive your battles, you will be expelled.
As for teachers refusing to participate, they will answer to the Headmistress. Refusing to teach for any reason will be met with harsh consequences, most of the time ending in being fired from the academy. There are not as many chances given to teachers, as they are chosen to instruct, and not much else. Teachers are not summoned to Hiraeth to learn - treated as a learned individual, if refusing to fulfill their purpose they will be removed.
You might be asking what happens when a student is expelled, or a teacher fired, now. If you think they will be returned home, then you are wrong. Miscreants deemed unworthy of Hiraeth’s roll-call will find themselves swiftly exited from the academy: out of the barrier, and into the deep reaches of space. It would mean death: one that they will not be resurrected from.
