Long-delayed Apéritif thoughts

When Hannibal met Will in Jack's office that first time, what was he hoping to accomplish with his LET'S TALK ABOUT YOUR BONE ARENA, GUY I JUST NOW MET line of socializing?

Was he trying to annoy Will a little? Get him off balance? Push him to see what he was like when personal boundaries were crossed?

Did he think for some reason Will would respond well to that kind of conversation?

Or did he go in there with little to no expectation at all, no real plan, and just kind of lost track of himself as soon as he met that fluffy grump that smelled of Old Spice and dogs?

I mean, ostensibly he was there for Jack, to suss out Will, but I'm talking about his own reasons
