I am convinced the reasoning behind Hannibals perception of humans as pigs is that pigs can't look up at the sky but see sky in the reflection of the mud. He sees humans the same. Sky in analogy would represent heaven and God. He thinks that only he can understand motives behind Gods actions and really understand him and all the rest cannot. Only he could see God as he is, others don't have capacity to grasp it. Therefor he can kill them same as God do. And when humans are killed, they are placed "in mud" aka in ground and he is helping them see heaven.
