Historically Black Colleges and Universities: Federal Issues Guide for Candidates
With the 2014 mid‐term Congressional elections taking place in November, and looking ahead to the commencement of the 114th Congress in January 2015, it is clear that Historically Black Colleges and Universities (HBCUs) have a great deal at stake.
Those candidates who are successfully elected will shape important federal education policies over the next four years, with potentially lasting effects for decades to come. The last four years have been financially challenging for HBCUs.
Federal policy changes in Parent PLUS Loans and Pell Grants have dealt a severe blow to the ability of HBCUs to carry out their historic mission to improve and ensure the success of African American students. With the cutbacks and rollbacks of federal assistance to HBCUs and their students, now more than ever, Congressional candidates must understand the value proposition of HBCUs and the need for the nation to invest in them.
UNCF, as the nation’s largest, oldest, and most successful minority education organization, has for 70 years been a nonpartisan organization with a singular focus – to help more students of color go to and through college.
With the 2014 elections, stakeholders in the success of HBCUs have the opportunity to educate and engage candidates for national office on those federal issues that are of the utmost concern to the 37 UNCF member institutions, the entire network of HBCUs, and the nearly 250,000 students they serve.
We hope that you will use this Historically Black Colleges and Universities: Federal Issues Guide for Candidates to educate Congressional candidates of all political persuasions about the key federal issues confronting the HBCU community and where we stand on them.
