As far as he’s concerned having a dream which is pleasant in any capacity is a plus. He doesn’t masturbate very often so it’s not as if his having sexual dreams is unusual; he’s a relatively young man who desires that sort of thing, after all. He would never act on it and he’s frankly too busy to really think about it much if you’re a part of his staff, so whatever. If he finds the time he might get off it this is a reoccurring thing, but if it doesn’t stop after that he’s just going to focus on finishing the case and will sort through those feelings after. (Also, the Kira case and the in person stuff isn’t the norm; unless it’s absolutely necessary he’s working with law enforcement remotely, so if he’s having a sexual dream about someone he is working with it’s not as if he could act on it, which also helps. Distance could be easily established so long as you aren’t a suspect.)
In regards to the second question, it depends on the circumstances. If he can justify it as far as a case is concerned, then sure. He’s simply doing his due diligence; nothing wrong with that. If you’re in a relationship with him, or you’re a civilian and we’re talking whether he’d use cameras to stalk you outside of the context of a case, probably not. He doesn’t have a right to violate your privacy like that. Besides, how creepy is that, watching your every move through cameras? Why do that when GPS tracking and watching transactions on your card is just as effective, less intrusive, and doesn’t require constant monitoring?

We’ve established as part of our important D&D worldbuilding that elves in adventuring parties tend to be horrible (at least, for for all the non-elves) morning people, who finished their trancing hours ago and are ready to go and do things and ask lots of questions and tell their friends about the cool animal they saw last night, while all the others in the party are still in the process of blearily rolling out of bed
This is not helped by the fact that the ones that intentionally decide to become adventurers are often the more excitable kind, and that it’s very rare to just have one in your party for elvish cultural reasons -- they usually come in at least pairs, which is a recipe for a little too much exuberance in the morning when you haven’t even had your coffee yet
