映画『地獄の黙示録』にみる国際安全保障の《闇の奥》
フランシス・フォード・コッポラ監督の『地獄の黙示録』は、ベルギーの植民地時代前後のアフリカのコンゴ(現在のコンゴ民主共和国・旧ザイール)での実体験を元にしたジョセフ・コンラッドの小説『闇の奥』を元に、舞台をベトナム戦争に置き換えて脚色した戦争映画である。名作が故に、筆者も子供の頃から何度もテレビで観た記憶があるのだが、コンラッドの原作の存在を知らずにいた事から、長らく映画の核心についての正確な理解が出来ずにいた事を思い知らされた。それと同時に、両作品が示した「文明人の心の闇」すなわち、英語の原作名"HEART OF DARKNESS"についても深く考えさせられたのだった。おそらくこういった勘違いは往々にして芸術とエンターテインメントとの間にある映画に起こりやすい不幸である。ハリウッドは芸術を好まないが、監督は良い映画をつくりたい一心で作品の中に重要なメッセージや思想を織り込もうとする、しかしながら商業的な制約で、それらの価値は派手で、わかりやすい演出や映像の影に隠れてしまいがちなのである。簡潔に本作品のメッセージを要約するならば、職務に忠実でかつ有能なエリートがその目的完遂を神聖視するあまり、これまでの常識や行動規範を超え、極度に合理的な(ただし他人から見ると異常な)成果を追求することで、既存の社会通念や規範、組織秩序から危険視(あわや抹殺の対象と)されるというアンビバレントな理屈に加え、この構造と物語は歴史的に繰り返され続ける「王殺し」悲劇であり、アーサー王の聖杯伝説のように普遍性を帯びているという怜悧な視点こそがコッポラの映画による原作の解釈であり、その表現であったのだ。
現在の国際安全保障上の課題とこれらのコンテンツが示唆する普遍的・将来的リスクとが、どのように結びついているかについて簡単に考察するならば、職務が人生の使命にすり替わった際、人間は善悪や社会のモラルから超越した存在になってしまい、目的遂行が自分や組織のためでなく、世界を救済することと一致してしまうという狂気は、今や『地獄の黙示録』や『闇の奥』のように人間味を帯びた葛藤が伴わない超合理性によって指数関数的に”進化”している。それはコンピュータとインターネットの普及によって異次元の領域に達しようとしている。もしカーツ大佐が今サイバー軍の大佐だったなら、メコン川はインターネットである。精鋭のベトコンを10個師団自分に与えるなら戦局を逆転させて見せると言ったカーツ大佐に今、与えられるのは武器としての人工知能プログラミングや無人戦闘機である。ただし、歴史は悲劇的に繰り返されるであろう。カーツ大佐の勝利はなく、ベトナム戦争が今なお残している枯れ葉剤による奇形児の誕生のように取り返しのつかない悲劇が再び起こるのである。われわれはその悲劇の連鎖が断たれる世界と映画をつくろうとしなくてはならない。

The Real Heart of Darkness

Leopold II (1835-1909) Born and died in Brussels, Belgium was the king of Belgium and the founder of the Congo Free State; later the Belgium Congo.
As the first king of an independent Belgium from the Netherlands. His ascension to the throne in 1865 made him intent on finding ways to increase his wealth and power abroad. His first focus was seeking his fame in the far east, but the tales of a traveller, Henry Morton Stanley twarted his attention to the Congo end of Central Africa.
Leopold and his organized team set up to develop Central Africa. With the hired help of Mr. Stanley, in 1876, an expedition to the Congo River began. Stanley did his job well and by 1884, he had set up treaties with 450 local cheiftains on the king's behalf. Railroads and roads were a few of the developments the Congo basin gained for the exchange of rubber, cobalt, diamonds, ivory, and copper to Europe. Leopold II was seen as the sovereign of the Congo Free State by the Berlin West African Conference (1884-1885). He promised the other european powers, (as they ruled Africa) that "He wanted to being civilization and trade into the center of Africa".
The Congo Free State became his personal empire or hobby really, he granted contracts to various companies for mining,rubber tapping and business endeavours. To the locals, this marked a tragic time in their history. A hell on earth so to speak.
Their land was taken from them. They were forced to work for these endeavours and the brutality of Leopold's military resulted in a generation of missing limps. Those that failed to work hard enough in these gruesome conditions of mining and rubber tapping were forced with amputation of limps or their loved ones lost their arms and legs, usually the young and old and women were the targets of this unimaginable hell. These limps were generally burned in a massive bombfire to instill a fear into the workers. Disease, starvation, exhaustion took the lives of the many men forced to work in the ivory and and rubber plantations of Leopold's reign. With time, (by 1901) information of this brutality were too much to ignore.
As much as Europe was satisfied with the supply of rubber, ivory and other Congo exports, the conditions were too much to be ignored. after all, how can one be sure of the consistent flow if the people meant to work these lands were slowing being massacred? International protest in 1906, forced Leopold to bring modern reform to the state and the staggering debt and failing health forced Leopold II to hand over his empire to Belgian government in 1908. He died in 1909. The Congo basin was annexed and slowly the wealth and prosperity returned to the locals. The were still treated like children to be protected but the indigenous people with wages and economic welfare was so stable, they experienced the best living conditions for black africans in African during the post World War II.

I remember reading the Heart of Darkness by Joseph Conrad and feeling as if the story only went so far. The terror that this riverboat instructor wrote seemed a little censored and I couldn't understand why it gave me such a pull to know more. Of course the teachers only went so far with giving you the full background for this novella and advised to think of the novella significance in the symbolism of good and evil and analysis of character development. It wasn't until my own curiousity took the best of me that I discovered the real heart of darkness.
This post is to pay tribute to the generation of Congo's that were hugely significant to the prosperity of Europe's grandeur. It is also to provide another example, not at all justifying the current conditions of the Congo, but an insight to the many reasons why the country is how it is.
