It’s definitely not legal but that’s the least of Ogata’s concern. He’s more concerned on if it ends up drawing attention towards him. There are no holes inside though, so in the end he ends up lighting the fire - creating a tiny speck of light to the center of the Mermaid Cove Mall. The electricity is completely out and some of the snow has intruded inside as well.
He reaches his hand forward towards the small source of warmth, wrapped into a ball inside his cloak that he tightens from time to time. He can see his breath, rising and fading into thin air.
In a space like this no sound escapes and a massive form such as Potemkin’s stands out like sore thumb even in the darkness either way. Although it startles Ogata at first, he laxes soon although doesn’t let his eyes wander from the guy.
“ ...so”, he starts after a moment of silence with a laugh.
“ How are you finding the weather? Haha... “
