Hep V and Hep D (season 1) are two different things.
Hep D has, as far as the show's storyline goes, unknown origins, does not affect humans, and only affects infected vamps by making them weaker for a few months.
Hep V, on the other hand, was created by Burrell (er, his team?) and most definitely kills vampires (it's a modified strain of hep d), and thus far nothing has been said about human infection side effects.
