No. Heterosexual people, cisgender people, white people, and males hold institutionalized power in our society. Therefore, they cannot by definition experience systemic oppression at the hands of groups who do not have the same privileges as them. Lgbtq+ people can be jerks to het people, PoC can be jerks to white people, trans/nonbinary people can be jerks to cis people, and women can be jerks to men. But that doesn't mean it's "phobia" or oppression.
