You've got a sharp eye! Yes it was!

They're a bit less into the power dynamics of it all than Link and Ravio are (I say, even as every time I imagine them together it's Zelda leading), but when it comes to interpersonal matters Zelda is more confident about initiating things. And Hilda's had very few people in her life she could trust wouldn't simply use 'I topped the queen in bed' as political clout. She kept power over a dying country by the skin of her teeth for years, she deserves to be able to let go and trust someone else with the decision making for a little bit! And I do think Zelda is mostly her kind self in bed, but I imagine she also enjoys getting to take off the 'wise queen' crown and leave bruises all over Hilda's backside every now and then.
