hiriame / insurgency run safe city living situation update: (i hope this isn't taken as a manifesto of "this is what i think the perfect society should run like" this is just worldbuilding and setting)
you're only given a living space if you're an active student/job haver, or if you're sharing the space with at least one other person otherwise you're expected to live with your family. your job can be pretty much anything as long as it's something you're doing actively and "contributes to the safecity" in some way (culturally, economically, etc.). you're not immediately kicked out if you become unemployed, but you are given two months to find something else to do before they force you to move somewhere else (usually back to your caregivers). if you live with someone only a half of you (rounding up) need to be employed.
very basic nessecities are given to people free of charge if they ask for it at the nearest public service centre, but when i say basic i mean really basic. you basically get grains, canned meats and secondhand clothing. if you want better nessecities you need to work for it.
currency are counted as credits and come in physical form as coins and cheques and in digital form accessed via id.
businesses and brands have a collective wealth account (the currency belongs to the business, not any individuals running it), and funds are taken out only to spend on the business. you're not allowed to pay yourself more than the employees by a huge margin, owning/having owned a businesses also disqualifies you from getting hired for an insurgency/ public service position to prevent a member of the public getting too much power.
insurgency ran safe cities are not explicitly ran by the insurgency staff- they basically hire members of the public who've gone through certain training courses to act as public service. and the public service department runs everything, often, public service workers may be recruited for insurgency staff.
these safecities are very much surveillance states, positive Insurgency propaganda has very ingrained and casual in society. anti-insurgency sentiments are quashed the moment they become a threat (and it's often very hard for that to happen) the only reason revolution has not broken out is the insurgency's awareness of comfort of living: as long as the majority are comfortable, they won't do anything, even if they become disgruntled by the insurgency's lesser acts. these lesser acts include global dictatorship, sacrificial soilders, the whole bullshit with insurgency sites, the bias against non-insurgency safe cities and general corruption. not that the general populace would even be aware of most of these things #censorship, but just in case they do.
