Upon looking closer at Vicki's new costume, it actually seems like she has a new top. The pink holo on her west end howard costume was a lot thinner, while the pink holo on this costume is a lot wider. My guess as to why Caitlin got a new one while Vicki didn't was because they altered Carly's costume or only added the trim at the bottom and made a new corset for her old costume. Maybe they just only wanted to make one new piece for Vicki. Weird.

It’s not Vicki’s old top. Y’know whose I think it is? A slightly modified version of Jodie’s. What is going ON.

First of all, the studs don’t go up as high in the middle. Look at the studs. Vicki’s old costume is 4 vertical, 5 horizontal, 2 vertical, 5 horizontal, 4-ish vertical. Her new costume is 5 vertical, 6-ish horizontal, 5 vertical, 4 horizontal, 7 vertical.

Now look at Jodie’s old costume vs Vicki’s new costume. The studs roughly match. Jodie’s old costume is 5 vertical, 6-ish horizontal, 5 vertical, 4-ish vertical, and and 7 vertical. Compare that to Vicki’s new costume measurements as I said above - they’re identical.

The studs on Jodie’s also have this gap in the middle that Vicki’s new one has, but her old one doesn’t. The number of studs at the top of the corset matches too.
Now, the sleeves have a different number of studs. That’s not too surprising - Vicki is shorter than Jodie, so they would have needed to account for that somewhere and that’s a very easy part of the costume to adjust.
Vicki’s also got a new skirt. Look at the studs around the waistband in her old vs new:

The new waistband has studding while both Vicki’s old and Jodie’s don’t. That double strip of studding has only been on the 2.0 Howard in the past. It could be that they just added a new waistband to her pre-existing skirt, but I haven’t checked the number of studs on the skirt (I’m going to wait for a better photo). My bet is that it’s just an entirely new skirt but we’ll see.
TL;DR: Vicki seems to have a modified version of Jodie’s top with a new skirt.

Re: Caitlin....I find it highly unlikely that any part of her costume is salvaged from Carly’s, to be honest. They’re built very differently and there’s just no way the top is at all an adjusted version.
It’s also definitely not Caitlin’s old costume. The design of the top completely changed from 1.0 to 2.0 and the new one is much more heavily structured. Here’s a comparison photo:
You can tell that her new skirt is also significantly longer in the front. The high-low effect is diminished too (partly the angle, partly the patterning). Gabriella also introduced a bum roll into the Seymour 2.0 design, so her old 1.0 just wouldn’t fit with that either.
Anyway....it’s super weird. Why does Six make such convoluted costume decisions.
I especially can’t figure out what’s going on with Vicki’s. This makes it seem more likely that she will only be with the show for a short period of time like @redladydeath theorized. I just can’t think of any other reason why she’d use someone’s old costume as a principal in that role for an extended period of time - that’s only previously happened with Lori McLare/ Bryony Duncan after Alicia left.*
It’s super odd and confusing. Six explain.
*Alternates/emergency covers have done this too, but only for unexpected shows or costume conflicts like with Jen/Cherelle. Lori/Bryony is the only other time when someone took over the role for a while.
