If you come up to him, treat him with respect, treat him like his own person, and through all that, genuinely, truly, care for him. He becomes a bumbling mess. Tend to his wounds. Cover for him when cops show up. Buy him gear for his escapades. He folds!!! He folds! Gently kiss him after he crashes a car and tumbles down the road to your side? He's a mess. 2. Listen to him. In the same vein, if you actually hear what he's saying. Taking him and his wack ass opinions seriously. Not brushing his crazy ideas off. Oh how his heart races. Not talking him down about parkour from the building roof top? Seriously making plans with him about the safety of spray painting the security cameras before he climbs the roof? Being his stunt cameraman? You don't have to follow through with the plans but just entertaining him and his uninhibited thoughts. Being by his side and laughing along with him not at him. He loves it. 3. Be bold. He's not good at taking social cues or reading between the lines. Especially when his thoughts are already speeding off one after the other. Rhaast is impulsive, his brain thinks something up and he does it. He can't understand subtlety, he doesn't get hints. If you're loud and proud about your feelings, straight forward enough for him to understand and actually connect with you. To not be confused by your actions and words. Its perfect for him.
