what exactly is neo gyaru?? I'm looking through the tag and it seems really interesting, but what exactly separates it as a substyle?

I guess on a style tree it would be a branch closer to mode and onee (in the casual sense, not sexy or serebu sense) . It's not exactly mode because (as I've stated before) it doesn't rely on geometries, interesting silhouettes, and clean minimalism. It doesn't necessarily have to be 'a la mode' or currently trending. It could be said to related to onee in the casual sense of the style, the only difference is onee gals are still pretty up-to-date and modern-chic when they're wearing their casual outfits, this relies heavily on the grunge look, so if your clothes look too modern, too minimal and not loud then something looks off.
High waisted pants, cropped tops, body harnesses, jewel embroidered tops/denim, whatever reminds you of the 80s-90s grunge mainly will work for the look. The hair colour and makeup help to add a modern twist to it.
Some people have mentioned that it, at times, reminds them of the hipster look. I, personally, don't see it S: but mehh who cares :P
