yes, it's a bug. all of the characters' responses to the creek ultimate only play during craig's pig ultimate.
I thought it was either my game or bad luck, I did the Creek quest recently then picked Cartman did the special more than 5 times and he said nothing yet he did when Tweek or Craig did their solo special.
So ps4 users if you want your creek commentary avoid doing the quest )=
