I started at this last night and I finally got a perfect score on the European map on hard mode with no borders. (I started out at 77% for comparison)

you dont have to dual class to specialize anymore and most of your abilities got shuffled to the Role window just open character, actionns n traits, role. check the box, reslot the ability
