There would have to be some non-negotiable stipulations before this bill should even be considered. Listen up, Congressional Republicans.

Legal status should only be offered if the adult applicant—not the entire family, each adult should be treated as an individual case, and any children should have to apply for citizenship through naturalization—if:

Has no criminal record

Does not currently receive taxpayer-funded supplemental income

They pay a nominal fine

And are subject to an elevated FICA  rate for the number of years that they have been in the US illegally

Short of this, Congressional Republicans have to take a very hard line on immigration and stand by it. Democrats are counting on a weak-kneed GOP and the clock running out on the Trump presidency.
