नए हथियार कानून को संसद से मिली मंजूरी, अब हर गोली पर होगी सरकार की नजर

चैतन्य भारत न्यूज नई दिल्ली. बंदूकों का गलत इस्तेमाल करने वालों की अब खैर नहीं। अब से हर गोली पर नंबर होगा, जिसके जरिए यह पता चलेगा कि यह गोली किसकी है। मंगलवार को राज्यसभा में देश में आयुध हथियारों को रखने और उनके अवैध कारोबार को नियंत्रित करने से जुड़े विधेयक (Arms Amendment Bill) को मंजूरी मिल गई है। लोकसभा में यह विधेयक सोमवार को ही पारित कर दिया था। (adsbygoogle = window.adsbygoogle || ).push({}); केंद्रीय गृह राज्यमंत्री जी कृष्ण रेड्डी ने मंगलवार को राज्यसभा में हथियारों से संबंधित यह जानकारी दी। उन्होंने आयुध (संशोधन), विधेयक 2019 पर चर्चा के दौरान कहा कि, बहुत से सांसदों के परिवारों में चली आ रही हथियारों को रखने की परंपरा को सम्मान देते हुए पुश्तैनी हथियार रखने की अनुमति देने की मांग की थी। सरकार ने इसपर विचार कर निष्क्रीय किए जा चुके परंपरागत हथियार रखे जाने को आयुद्ध कानून-2016 के नियमों के अंतर्गत रखने की अनुमति प्रदान की है। गोलियों की अवैध खरीद-बिक्री पर रोक लगाना संभव उन्होंने बताया कि, गोलियों पर सीरियल नंबर के साथ ही सरकार नेशनल डाटाबेस ऑन आर्म्स लाइसेंस (एनडीएएल) और आर्म्स लाइसेंस इश्यूएंस सिस्टम (एएलआइएस) का पोर्टल भी लॉन्च करने की योजना बना रही है। इस पोर्टल पर एक ही जगह आर्म्स लाइसेंस जारी किए जाने, इसके धारकों और उपयोग की गई गोलियों की पूरी जानकारी उपलब्ध होगी। आने वाले समय में देश में न केवल हथियार बल्कि उनमें उपयोग होने वाली बुलेट को भी संख्या दी जाएगी। इससे किस लाइसेंस पर किस जगह से कौन सी बुलेट खरीदी गई इसका भी हिसाब रखा जा सकेगा। इस विधेयक के जरिए सरकार के पास इसकी पूरी जानकारी होगी कि किस नंबर की गोली किसके नाम पर जारी हुई है। ऐसे में गोलियों की अवैध खरीद-बिक्री पर रोक लगाना सरल हो जाएगा। एक व्यक्ति रख सकेगा दो हथियार रेड्डी के मुताबिक, 'पहले एक व्यक्ति को तीन आयुध हथियार रखने की अनुमति थी। अब एक व्यक्ति की सिर्फ दो हथियार ही रखने की अनुमति होगी। उन्होंने आगे बताया कि, देशभर में लाइसेंसी हथियार रखने वालों में केवल 1 प्रतिशत के पास ही तीन हथियार हैं। इसमें समयानुकुल बदलाव किए गए हैं ताकि हथियारों के अवैध कारोबार पर नियंत्रण किया जाए। इसमें सजा के प्रावधानों को बढ़ाया गया है।' नए कानून के मुताबिक सजा के प्रावधान- प्रतिबंधित शस्त्र और प्रतिबंधित गोला बारूद रखने की अवस्था में 5 से 7 साल की जगह सात से 14 साल का कारावास हो सकता है। सेना के जवानों या पुलिस बल से हथियार छिनने की स्थिति में आजीवन कारावास की सजा हो सकती है। अवैध हथियार बनाने वालों, संगठित अपराध और सिंडिकेट को हथियार सप्लाई करने वालों के लिए भी आजीवन कारावास की सजा होगी। 'हर्ष फायरिंग' (शादियों और खुशी के अवसर पर हवा में गोली चलाना) के दौरान होने वाली मौतों को लेकर भी कठोर सजा का प्रावधान है। डकैती और चोरी से किए हथियारों को रखने वालों के लिए आजीवन कारावास का प्रावधान किया गया है। अवैध हथियार रखने वालों को 7 से 14 वर्ष की सजा का प्रावधान किया गया है। ये बदलाव भी हुए लाइसेंसधारी को हर तीन साल में लाइसेंस का नवीनीकरण नहीं करना होगा। अब इसकी सीमा बढ़कर पांच साल कर दी गई है। नए कानून के मुताबिक, खिलाड़ियों, पूर्व सैनिकों व मौजूदा सैनिकों को मिलने वाले हथियारों के लाइसेंस में कोई फर्क नहीं पड़ेगा। खिलाड़ियों की जरूरत को देखते हुए नए कानून में उन्हें और अधिक हथियार देने की व्यवस्था की गई है। सैन्यबल के अवकाश प्राप्त अधिकारी की शस्त्र की पूर्व संख्या को भी उसी तरह रखा गया है। Read the full article

Terrorists are buying weapons from Europe and Lebanon.

A huge number of illegal weapons are smuggled to terrorist groups in Syria, Iran, and Afghanistan. Most of the weapons are exported from Europe and Lebanon to the vulnerable regions. It is shocking to know that some countries which are members of North Atlantic Treaty Organization and Arms Trade Treaty are involved in war crimes.

Tony Abi Saab, an illegal arms dealer is counting profit money by supplying weapons to terror groups. The Lebanese businessman, Tony set up shell companies in Europe and the Middle East to defraud the US Army and obfuscate the process of illegal trafficking of firearms. The guns and weapons are shipped from Italy to be delivered at Lebanon, from there the route of contraband weapons are diverted towards Syria, Iran, and Afghanistan.

These weapons are sold to terrorist organizations who are active in war-torn countries and thus, damaging the peace of the world. Both the treaties are formed to safeguard the liberty of people, secure democracy, and protect the members from organized violence, and it is evident that they are certainly failing in their duties.

The security checks at the borders are allowing the trespassing of the illegal weapons to the terrorist-dominated countries. The local governments of the Middle East and the neighboring countries aren't stopping war-criminals like Tony to expand their illegal businesses that are instigating wars. Tony Abi Saab was indicted for duping 5 million dollars of the US Army, running ghost companies and supplying weapons to the rebel groups. He was brought to stand the trial in the US court but he escaped the jail term or any strict punishment due to the technicality the circuit court.

Contraband weapons easily trafficked into the war-torn countries.

Greedy businessman Tony Abi Saab is getting tax-free profits from its illegal business of gunrunning. He is a Lebanon-native, who through his company Brescia Middle East procured military contracts and defrauded them of millions.

BME is an international arms dealing company that was accused of money laundering and running several fake companies like K5 Global, Brixia, G2Armory, SIMAINT and Tactica Ltd in the Middle East countries. BME imports weapons to Lebanon, mainly from Italian companies—Beretta and Tanfoglio by using fake End User Certificates on them and reroute them to terrorist organizations.

The US Army deployed in Afghanistan got information from their sources about the foul play of Tony Abi Saab. Soon, they began the investigation and found an irregular flow of money credited in several bank accounts of BME from anonymous individual’s bank accounts.

Tony was arrested through a sting operation orchestrated by the US Army and was flown to the US to stand a trial. He was charged for money laundering, weapons smuggling, and running ghost companies.
