Thank you so much for the context and giving us something to speculate over.

It's truly a horrifying thought and unfortunately makes sense, especially as we know the unempowered masses are treated so poorly that the minute they have that power - they will use it to leverage over others.

It's upsetting but it really does show us that anyone in the Imperium can become genuine monsters if given the means.
