Probably because it had worked before. Bart wasn’t great at paying attention, but he always did his best when it came to Tim.

Now, when Roscoe said he wanted to hit the Flash where it hurt, he meant it. Wiping out his entire family was one way to do it, but seeing how two other Rogues had gathered around Wally and refused to let the beast anywhere near him, that left Roscoe in a frustrating position. 

Not nearly as frustrating when he remembered the runt speedster. The boy was already so afraid of Rogues too that Roscoe had an upper hand. 

Finding someone is easy when you’re the Top, after all. 

"Hey, kiddie Flash.” There was something predatory about his tone and the way he suddenly cut Bart off. “I have a proposition for you.”
