The smol dragon gets most of their kisses in private. But on occasion (a rare occasion) the dragon gets kissed in public. This is one of those times. Though even though he’s shy about showing public affection for Shadow, it’s mainly because he’s almost a foot taller than his romantic partner. So usually he has to pick them up, or like today, have them stand on a ledge.
